There are often multiple rescue associations that you can contact. I would imagine there are quite a few in California. It doesn't sound like the one you are currently working with is doing what is best for your family or Fred. Maybe you should consider contacting a different shelter.

I'm not an expert on dog shelters but not providing free neutering/spaying seems kind of weird. Most shelters in my area do it for free or for a negligible fee ($25). I'd call around some more. Good luck!

Even though it is about cats most of the places will spay and neuter both dogs AND cats. I saw one listing that said spay or neuter is free to low-income residents who are 62 and older. Hope this helps!

OMG!!!! I haven't been on this site for several days and am excited to see Fred made it :) Thank You Chris!!!!! Thanks for all the suggestions I will be looking into them today.
He is still with my grandparents doing well and still needs a good home :( but we are trying and hopeful.
